Mr. Spann, who had been in and out of jail since arriving in California in 1969, was pronounced dead at the scene, said John Prindeville of the Alameda County coroner's office.
Mr. Spann, who had no known address, was drinking with a man he had just met when he collapsed, Mr. Prindeville said.
The son of Mr. Carter's sister, Gloria, Mr. Spann once said in a jail interview that he loved his family. His uncle, he said, was "in the White House, and I'm in the big house."
That interview was in February 1980, just a few days after Rosalynn Carter visited San Francisco. Mr. Spann, who was jailed after a dispute with his wife, said the Secret Service contacted him and asked whether he would like to see Mrs. Carter. He said he was interested only if she wanted to see him, and the meeting never took place.
Mr. Spann was convicted of robbery, drunken driving and parole violations. He escaped from the Butte County jail in Oroville in 1984 while awaiting a parole hearing. He was jailed after his parole officer arrested him for allegedly using amphetamines.
Mr. Spann's other convictions included two 1976 armed robberies in San Francisco. While in Soledad Prison for those crimes, he wrote a newspaper recalling his uncle's presidential victory. "Once again I was wondering what I was doing back in prison for robbing bars," he wrote.
Mr. Spann's mother, who lived in Plains, Ga., died in 1990.
Mr. Carter once wrote Mr. Spann to suggest he not apologize for the bad publicity from his exploits. "You are part of out family and we are certainly not thinking of disowning you," Mr.Carter wrote. "We all just wish you well."
